He received his Ph.D degree in Economics (World Economy and International Economic Relations (Soviet Science Academy, 1987). His working experience is as follows: 1987 -1992, Deputy Director General of the Economic Central Committee; 1992 - 1993, Deputy Director General of Investment Promotion Department of the State Committee for Cooperation And Investment. 1993 to 1995, Acting Director General of Investment Promotion Dept. of the State Committee for Cooperation and Investment; 1995 to 2001, Director General of Investment Legislation Department of the Ministry of Planning and Investment; Aug. 2001 to March 2002£¬ Acting President of the Central Institute for Economic Management, Ministry of Planning and Investment; Used to be a member of many Vietnam's delegations to negotiate the international economic agreements such as ASEAN Investment Area, Vietnam-US Bilateral Trade Agreement, etc. Recent books include ¡°Vietnam's Economy¡±2001 and ¡°Vietnam's Economy¡± 2002.

Dr. Abe, is a professor of Economics at the Department of Humanities and Social Sciences in Tokyo Denki University. He is a prominent specialist with outstanding learning in the field of regional cooperation and investment, has experienced various important posts including Economist of the Asia Development Bank (specializing in China), Chief of the International Cooperation Promotion Division, Economic Planning Agency (specializing in Asia Pacific Economic Cooperation and Asia-Europe Meeting ), and Deputy Chairman of the APEC Economic Committee. Prof. Abe will take the lead in this project and also play the role of coordinating the three research institutes from China, Korea, and Japan.


Li Luoli£¬Vice-Chairman and President, China Development Institute
Li Luoli is also the president of ¡°China Opening Herald¡±, professor and doctoral supervisor of NanKai University, and Vice Chairman of China System Reform Research Association. Prior joining CDI, He ever worked in NanKai University as Deputy Director the Economic Research Institute and Deputy Director of the Price Office of the National Price Bureau, and Deputy Director of Shenzhen Government Office, Director of Shenzhen Information Center, Vice Secretary General of Shenzhen Communist Party Committee. He also acted as Director of Shenzhen Government¡¯s Reception Office when Chinese late paramount leader Deng Xiaoping toured the southern China. Li Luoli has been engaged in research and studies on economics theory, Hong Kong and Shenzhen economy and China¡¯s reform & open-up, with many articles and writings published. He is an academic consultant, and Researcher in Sichuan Academy of Social Sciences. In 1978, he was Vice President of Sichuan Academy of Social Sciences. In 1983, he was also on the National System Reform Committee. Mr. Lin ling specializes in Economic System Reform, Urban Construction, Urban Economy and Regional Economy. His major works include: ¡°Study on China¡¯s Economic System Reform¡±, ¡°On Comprehensive Reform of Central Cities¡±, ¡°On Sichuan¡¯s Economic Reform¡±, ¡°Ownership System and Capital Evaluation¡±, ¡°the Road of Economic Rise of China¡¯s Southern Coastal Cities¡±, ¡°China and Global Economic Interaction ¡±, ¡°Profit and Economic Period¡±. Twice he has ever been awarded 2 prizes on economy and science studies. Several his important reform programs and suggestions on policies have been adopted and implemented by the State Council and Sichuan Provincial Government. He has also been awarded the titles of ¡° State-level Outstanding Expert¡± and ¡°the Ten Remarkable Talents in Sichuan Province¡±. Presently, he acts as Guest Professor and Doctoral Supervisor in the post-graduate school of China¡¯s Academy of Social Sciences, Nankai University, Sichuan University, Southwestern China University of Finance and Laws and Henan University.

Tsang Tak-sing, Member, Central Policy Unit, the Hong Kong SAR Government Counselor of Central Policy Unit, the Government of HKSAR
He was the Chief Editor of ¡°Ta Kung Pao¡± from 1988 to 1998. He is the member of the National People¡¯s Congress, PRC, since 1990 and re-elected into the 10th National People¡¯s Congress (2003 - 2007). Mr. Tsang was the fellow of World Press Institute, Macalester College, Minnesota, USA in 1985 and Nieman Fellow of Harvard University in 1995. TSANG Tak-sing received his Master of International and Public Affairs from University of Hong Kong.

Currently he is the commentator of Phoenix Satellite Television Ltd. and Research Fellow in China Business Centre at the Hong Kong Polytechnic University. He got his Ph.D Degree in Economics in the Department of International Economics at the Renmin University of China. He used to be visiting Fellow at the Center for Northeast Asian Policy Studies in Brookings Institution in 2004 and 2005. He is now a part time member in the Central Policy Unit, HK SAR Government. He is also member of director board in Guangdong Academy of Social Science. And he is Senior Research Fellow in China Development Institute. He is also consultant to many local governments in the coastal and northeast areas.
