Chen Jinhua
Former Vice Chairman, China¡¯s People¡¯s Political Consultative Conference (CPPCC).
Mr.Chen Jinhua joined the Communist Party of China in Feb. 1949. From 1949 to 1952, Mr. Chen Jinhua acted as Secretary of Light Industry section of Shanghai Municipal Military Administration Committee, and the Secretary of South China Fabric and Textile Management Bureau. From 1952 to 1960, he acted as Secretary of Fabrics and Textile Industry Minister¡¯s Office, and research carder of the Ministry¡¯s Office Bureau¡¯s ResearchCenter. From 1960 to 1971, he was Vice-chief and Party Secretary of the ResearchCenter of THE Fabrics and Textile Industry Ministry¡¯s Office Bureau. From 1971 to 1976, he acted as chief of the planning section of Light Industry Ministry. From 1976 to 1977, he was assigned by the Central Committee of Communist Party of China to work as member of Shanghai Work Group. From 1977 to 1983, acted as member of Shanghai Communist Party Standing Committee, Vice-Director of Shanghai Reform and Development Committee, Vice Party Secretary, Vice-mayor of Shanghai, and Director of Shanghai Planning Committee. From 1983 to 1990, acted as General Manager, Vice Party Secretary and Party Secretary of China¡¯s Petrochemical General Corporation. From 1990 to 1993, acted as Director of National Committee of Economic System Reform and Secretary of the branch of CPC. From March of 1993 to March of 1998, acted as Director of National Planning Committee, and the Secretary of the branch of CPC. In the March of 1998, elected as Vice-Chairman of the 9thNational People¡¯s Political Consultative Conference. In the June of 1999, elected as Chairman of China¡¯s Enterprises¡¯ Union. Mr. Chen Jinhua is Deputy of the 13th and 15th Conference of China¡¯s Central Party Committee, and is also the member of 14thChina¡¯s Central Party Committee. and Deputy of the 7th National People¡¯s Congress.
Jacques SANTER
Former head of the European Commission
Jacques Santer is a politician from Luxembourg. He was Prime Minister of Luxembourg from 1984 to 1995. During the same period, he was also president of the World Bank from 1984 to 1989 and Governor of the International Monetary Fund from 1991 to 1994. Santer became head of the European Commission in 1995. Since 1999, Santer has been a member of the European Parliament. He was born in Wasserbillig on 18 May 1937. He got his Law, Ph. LL fin University Robert Schuman, Strasbourg and MA Political Sciences in Institute d'Etudes Politiques, Paris. Other positions that Mr. Jacques Santer once hold are: Vice-President of the European Parliament (1975-1977), Representative of the Prime Minister at the Convention on the Future of Europe( 2002-2003), Head of Government, Prime Minister, Minister of State, Minister of Finance and Treasure (1984-1995). Minister for Culture (1989-1995). Minister of Finance, Employment and Social Security (1979-1984). Secretary of State for Employment and Social Affairs (1972-1974). James A. Mirrlees
Nobel Laurel Prize Winner in Economics.
Born in Minnigaff (Dumfries and Galloway), the son of a bank clerk, Mirrlees was brought up in Newton Stewart and then Port William. He was educated at the Douglas Ewart High School in Newton Stewart and followed by the Universities of Edinburgh and Cambridge. Appointed Assistant Lecturer in Economics in Cambridge (1963), Mirrlees was given a Chair in Economics at Oxford (1968-95) and then returned to Cambridge as Professor of Political Economy (1995). He has held visiting Professorships at the Massachusetts Institute of Technology (MIT), Berkeley and Yale. Mirrlees has published widely on the optimal taxation of income and welfare economics. He was awarded a Nobel Prize in 1996 for his work, which has become a principal constituent of the modern analysis of complex information and incentive problems in economics. Widely honored, Mirrlees was awarded an honorary doctorate by the University of Edinburgh (1997), knighted in the same year, and elected an Honorary Fellow of the Royal Society of Edinburgh in 1998.

Former Vice Minister and Chief Representative for Trade Negotiations (CTR) of MOFTEC is responsible for trade negotiations and multilateral economic and legal affairs. He was the Chief Negotiator for China's resumption of GATT contracting party status and its accession to the World Trade Organization. He is also in charge of the multilateral economic and trade affairs between China and the United Nations development agencies. He led the first Chinese delegation to OECD in Paris in January 1995 and established the relationship of dialogue partner with the organization. Mr. Long is active in promoting regional economic cooperation. He led the Chinese delegation to join five northeast countries in creating the Regional Economic Development Cooperation Committee of the Tumen River Area and chaired the Committee's first ministerial meeting in Beijing in April 1996.In 1986£¬Long was appointed the Deputy Director-General of China International Center for Economic and Technical Exchanges (CICITE), a government organization coordinating UNDP and UNIDO assistance in China. In January 1992, he was appointed the Director-General of the Department of International trade and Economic Affairs of MOFTEC. In April 1994, he was appointed the Assistant Minister of MOFTEC. Masahiko Aoki
Senior Fellow, Stanford Institute of Economic Policy Research at Stanford University
Aoki is a theoretical and applied economist with a strong interest in institutional and comparative issues. MIT Press published Aoki¡¯s most recent book, Towards a Comparative Institutional Analysis, in 2001.Aoki was a former President of the Japanese Economic Association and is a Fellow of the Econometric Society. He is also the founding editor of the Journal of Japanese and International Economies. He was awarded the Japan Academy Prize in 1990, and the 6th International Schumpeter Prize in 1998. Between April 2001 and March 2004, Aoki served as the President and Chief Research Officer of the Research Institute of Economy, Trade and Industry (RIETI), which is an independent administrative institution specializing in public policy research in Japan. Aoki graduated from the University of Tokyo with BA and MA in economics and earned Ph.D in economics from the University of Minnesota in 1967. He was formerly an assistant professor at Harvard University and served as both an associate and full professor at the University of Kyoto before joining the Stanford faculty in 1984. He is currently appointed as Visiting Professor at Graduate School of International Corporate Strategy of Hitotsubashi University as well as Guest Professor at the School of Public Administration of Tsinhua University in 2003.
